Suppose I posted a question which has a good title and a clear and interesting body. Most people, I believe, review the front page when they come back to the website, even a cursory glance to see if something very interested was posted or if a question similar to something they have in mind was recently added.

Once your title caught their attention, it is most likely that they will open the question and possibly answer it if they know, can and have the time.

When posting during the low-hours the question remains in the front page until the initial time where users return to the site. The fact that people answer, and you may edit in response to comments or given answers, allows your question to remain on the front page during the peak hours as well.

On the other hand, if you posted a question during rush hours, and people kept answering other questions first then your post is pushed down. Once pushed down far enough it will be forgotten by some of the users that intended to take a look but were caught up answering something else.

(Of course this is only one way to look at it, and if everyone would post during the low hours then these will become rush hours too...)
