On the good side tag-edits do not make the question reappear in 'hot'. There is one exception: if a tag in total should be changed (say rename it, merge it into another,...) then moderators can do this.

The standard guideline is: three edits of old questions per day (and user).

(Perhaps I should add that personally I quite appreciate efforts to improve the tagging, and would rather like to see more of it happening.)
