Bill, this may depend on which view you use. Such changes do move the question to the top of the "active" questions, but not to the top of the "newest" questions.

You can leave a comment on the main question to the effect of "I have made a major change to my answer" to leave a notification of the change, because edits to answers are not reported to the question owner. However, aside from that, a major (or minor) edit will move the question back to the top of the "Questions" page of the site.
