Do you mean to ask: when is it more appropriate to submit something as an addendum as opposed to a new article? I think this may have something to do with the editorial policies of individual journals.

Or do you mean to ask: when is it more appropriate to submit something as an addendum as opposed to not publishing it at all? (As in a possibly minor improvement/clarification to a paper etc.)

Or perhaps you mean to ask something else? In any case, should you choose to ask in on MO proper, you need to be a lot more clear and include more details about the situation you have in mind and what kinds of advice you are seeking.
