I do not know if one can do anything under tools/closed.
However, if you go to tools and then tab 'links' then you get a list and one entry is 'recently closed questions' and this list is (I think) ...

However, if you go to tools and then tab 'links' then you get a list and one entry is 'recently closed questions' and this list is (I think) a chronologically sorted list of all closed question.
