More generally, I think the only way to bump a question without any traces to <10k users is to modify the deleted answers in some way.

I can't find any record of changes by the user whose name is listed at the bottom right corner of the front page listing, either in the question/answers or at his user page.

I should probably clarify that this is more an expression of puzzlement: it's an interesting question that I haven't seen before and enjoyed reading over.
