    When you write a comment, you're told how many characters are left. If you exceed the limit, you see a negative number. If you stop when it says "0 character [sic] left", you get an error message saying you've exceeded the limit, and then your whole comment is lost. You cannot go back and edit it further to make it one character shorter.

    What is your browser/OS? With Chrome on ubuntu, I can't type more than 600 characters (they just don't appear). With Firefox on ubuntu, I can type more than 600 characters, but the submit button doesn't do anything if I'm over the limit (so I can still modify the text). In either one, I don't have a problem submitting comments of exactly 600 characters.
