    I realized that there are a number of eminent research scholars, Professors and Mathematicians active on mathoverflow. Many of them are endorser for Arxiv and many are editors of reputed mathematics journals. Also there is a crowd of researchers and students who ask new questions, discuss new theories and are interested in publishing their works in journals/Arxiv but unable to do so due to lack of information or guidance.

    My questions are- (1) Is it not possible to add a TAG namely "discuss research"/"help research" or something like that so that researchers can discuss their research problems with these editors/mathematicians? OR under some existing tags is it not possible to help people submit their research work to suitable journals. After discussion these editors can ask the researcher to submit their research work to them or to their journals. (2) Is it not possible for the people who can endorse for Arxiv to help new people in submitting their work to Arxiv?

    I don't think it is appropriate to use MO to try to solicit people to endorse your arXiv postings or to help guide your papers to appropriate journals.

    If you have written something that you want to publish and want guidance on where to send it, a good solution is to locate established researchers in that specific area and solicit their opinions. Of course, many of them won't respond to such requests, but if it is a serious contribution then surely you can find someone to offer you guidance.

    If you have specific mathematical questions about your research problems and they are at an appropriate level, feel free to ask them on MO.

    Seconding Andy on this. This kind of thing is not in the spirit of MO.
