The SE engine has vote fraud detection/correction built in, so it should in principle get taken care of automatically.
I sent an email to the offending party explaining that votes should be directed at material, not at users, and that the right way to change another user's behavior is to offer constructive criticism in comments. He says it won't happen again. I also emailed Fog Creek to find out if there's a way to remove those votes from the system.
And for anyone else out there: we have tools to keep on eye on these things, so play nice. Get to 10k and you can play with them too!
